Le financement public de la R&D en Suisse 1969-1998

English French This report presents basic data on the public financing of research and development in Switzerland from 1969 to 1998. Using the original data from the Swiss Federal Office for Statistics, the author has corrected and completed the time series for the different categories of expenditures, so that to allow for long-term comparison: the considered categories are the research of the public sector, the R&D contributions of the Confederation and the contributions from the Confederation and from the Cantons for the universities. The main result of this work is that expenditures for R&D and universities show an astonishing stability if they are measured in terms of the total expenditures of the Confederation and of the Cantons; thus, the financial situation of the public bodies seems to be the major determining factor for the resources available in this sector. However, we could also detect major changes between different categories of expenditures: the so called "Ressortforschung" (i.e. the expenses of the federal offices for their specific activity sector, like energy, transport) is very weak compared with "general" research funding and military spending show a very strong decrease in the '90. To the other side, general project financing increases steadily since the end of the '80, thanks to the start of new grant schemes (priority programmes for research; Swiss participation to the European programmes) and to the reinforcement of existing schemes (particularly in the area of applied research). At beginning of the 21st century, it seems that public funding of universities is now moving in direction of a stronger accountability, more directly tied to the real services in teaching and research. Ce rapport présente les données sur le financement public de la recherche et développement en Suisse pour la période allant de 1969 à 1998. A partir des publications originales de l'Office fédéral de la statistique, les séries temporelles pour les différentes catégories de dépenses - Ressortforschung, contributions de la Confédération, financement de la Confédération et des Cantons pour les hautes écoles - ont été rendues homogènes et complétées pour toute la périodes considérée. Ces données montrent une très grande stabilité des dépenses pour la recherche et l'enseignement supérieur par rapport à l'ensemble des dépenses des pouvoirs publics ; la situation financière de la Confédération et des Cantons apparaît ainsi comme le facteur principal qui détermine les ressources disponibles pour ce domaine. Des changements notables apparaissent toutefois entre les différentes catégories de dépenses : les chiffres confirment ainsi la faiblesse de la recherche du secteur public fédéral (recherche intra-muros et mandats de recherche), ainsi que la très forte diminution des financement pour la recherche militaire, notamment à partir de 1990. Par contre, les ressources destinées au financement de projets de recherche augmentent fortement à partir de la fin des années '80 suite au lancement de nouveaux programmes (programmes prioritaires ; programmes-cadre de l'Union européenne) et au renforcement des instruments existants (notamment dans le domaine de la recherche appliquée). Au début du XXI siècle de nouvelles tendances se dégagent en direction d'une réforme fondamentale du financement des hautes écoles, qui serait davantage lié aux prestation dans la recherche et dans l'enseignement.
