A response to the Paris Agreement : What types of measures should be implemented in Geneva to leverage the potential of the private sector in mitigating environmental impact?

English Since the signature of the Paris Agreement, a crucial role has been recognized for subnational and non-state actors to take part in the mitigation efforts against global warming. Cities have a significant responsibility to implement ambitious measures, especially toward the inclusion of the private sector in climate action, for States to be able to achieve the objectives of the treaty. This research examines what types of measures should be implemented in Geneva, Switzerland to leverage the potential of the private sector in mitigating environmental impact. To that end, existing local action toward business actors is assessed, and an array of smart practices is then tested to determine how they could be put in place, with regards to the local political context, needs and opportunities. Interviews of decision makers within different departments of the State of Geneva and representatives of the private sector are conducted in order to draw up an overview of the local response to climate change in the private sector, and to investigate the feasibility of additional, innovative measures that could be envisaged throughout different industries. Although climate action is generally well advanced in Geneva, the findings suggest that additional measures should pursue a clearer definition of the private sector’s role, and aim at leveraging its distinctive capabilities. To that end, recommended practices consist of financial instruments pursuing the electrification of energy sectors; information display policies promoting cleaner purchasing behaviors from consumers; restrictive measures to curb the rise of aviation-related emissions; sectoral public-private partnerships; as well as binding measures to reduce waste externalities. Indulgent and non-binding methods have mostly been the preferred way of addressing greenhouse gas emissions in Geneva until today. Although these types of practices do have a role to play in mitigation and adaptation initiatives, it has become clear that they will not be sufficient to reach the climate objectives set. Consequently, more ambitious and binding measures are needed to enforce the polluter pays principle, internalize the externalities that result from production and consumption activities, and guarantee the preservation of our planet, for future generations to benefit from its resources.
