    Summary
    Achieving international and especially Olympic sporting success has become increasingly important to a growing number of countries. As competition in international sports arenas is on the increase, more nations are adopting strategic policies to develop world-class athletes in order to attain a place on the podiums. Governments have become more willing to intervene directly in elite sports development by strategically making considerable financial investment thus leading to the increase in institutionalization of elite sports systems. From this power struggle emerged an interest in Lebanon to identify the National Olympic Sports Federations (NOSFs) which have the best chance to be part of this world arena, in order to properly finance these sports through the limited available resources in the country. The Government and the Lebanese Olympic Committee (LOC) decided on a sports policy to support selected sports to pave a pathway to develop the athletes of those sports that can compete effectively and efficiently in those competitions with the hope to qualify and win an Olympic medal or medals. It is extremely important to note that the intention of this study is not to prioritize the sports by their importance to the sports movement in Lebanon, but to identify the few with high potential for obtaining Olympic medals. In this novel research, a conceptual framework will be presented that can be used to make comparisons of elite sports policies in NOSFs in order to prioritize the sports that have the best chance to achieve high competitiveness in international sports arenas and eventually qualify and attain an Olympicmedal.
