Le rappresentazioni della marginalità e la marginalità rappresentata : il rapporto fra Ticino e la nazione secondo le percezioni delle elites ticinesi

English French German Italian The present study is based on a few fundamental concepts and dedicated to a particular territory: marginality, representations, and the relations between Ticino, the central authorities of the Swiss Confederation and the majority population of Switzerland. Marginality is a phenomenon that has always existed and will always exist. It is scale related and depends on the relationships between different territories. It takes many forms and can have different causes. Marginality it is not static even if it can stagnate but it is dynamic and, according to context can change quickly. Marginal regions have some common features, but their chief characteristics are a lack of communications and links with neighbouring regions. Besides, cultural isolation, difficult natural conditions, poor infrastructure and an economic discrepancy with the regional or national average are classic indicators of a marginal region. Marginality is therefore not an absolute but a relative phenomenon, depending on scale. Representations are the reality seen trough the eyes and the mind of a person or a determinated group of persons, for whom they are the only existing reality. Representation is in fact the adapted and interiorized reality. Studying people’s representations can help us to understand how they see the world; they give access to the subjective links between man and environment. The territories support human activities and play an important role in the process generating representations, but, they can also be influenced and modified by them. A representation therefore permits to adapt the reality but can also influence man’s actions. Analyzing the representations of the marginality of Ticino canton combines two theoretical elements, space perception and marginality, those are superposed on Ticino’s territory. An analysis of Ticino’s elite’s perceptions illustrates the presence of a perceived feeling of marginality inside this group. A number of qualitative interviews were studied by using content analysis and speech analysis. In this way, it was possible to access the personal images of Ticino as a Swiss canton and of the relationship existing between the two political entities (Ticino and the Swiss Confederation). From this analysis emerges that the canton south of the Alps is seen as a marginal region and that the people feel marginal, both because they are a cultural minority and because they live in a geographical periphery. The study demonstrates the existence of a marginality feeling within Ticino’s elite. A historical introduction is helpful to understand the mental and environmental context of the Ticino population that influences its representations. The research does not intend to demonstrate a real marginal condition of the canton in order to demand more funding from the national level, but it demonstrates that the Ticino elite do not feel inferior at all, although they know to be in a particular situation. They recognised that the special position and conditions are positive and favorable for the canton, but on the other hand they speak about some bad aspects: there is a lack of attention and there is discrimination, not intentionally but for quantitative and geographical reasons, and therefore there is a tendency to marginalize the Ticino. These feelings confirm the existence of the elite’s representation of marginality of the canton. The phenomenon is not so clear and obvious; marginality and representations are complex and show many faces. La marginalité, les représentations et le rapport entre le Tessin, l’Autorité centrale et la part majoritaire de la population suisse sont les concepts fondamentaux constituant la base de la présente recherche. La marginalité est un phénomène qui existe depuis toujours et qui existera toujours, car elle dépend de l’échelle et du rapport entre différents territoires. Elle se manifeste sous des formes diverses et peut avoir différentes causes. Ce n’est pas une manifestation statique, même si elle peut stagner, mais dynamique car, selon le contexte, la situation peut rapidement changer. La région marginale se caractérise par des traits communs: absence de lien avec les territoires avoisinants, isolement culturel, conditions naturelles difficiles, infrastructure pauvre et clivage économique avec la moyenne régionale ou nationale. La marginalité n’est donc pas un phénomène absolu. C’est un phénomène relatif et dépendant de l’échelle prise en considération. Les représentations sont la réalité vue à travers les yeux et l’esprit d’une personne ou d’un groupe déterminé. Pour eux, les représentations sont la seule réalité existante. La représentation est donc une réalité appropriée et intériorisée. L’intérêt de l’analyse des représentations réside dans le fait de comprendre, non pas le monde, mais comment le monde est perçu par les individus. Les représentations fournissent une clé de lecture pour comprendre la subjectivité qui lie l’homme à son propre environnement. Les espaces de vie sont le support des activités humaines qui donnent naissance aux représentations et qui, de par ces mêmes représentations, peuvent être modifiées. Une représentation permet donc non seulement de s’approprier la réalité mais aussi de la modifier en influençant les actions des hommes. La réunion de ces deux éléments qui se superposent à la population et au territoire tessinois nous amène à l’analyse des représentations de la marginalité du canton du Tessin. Les analyses des perceptions de l’élite tessinoise nous indiqueront si, à l’intérieur du groupe d’enquête, il existe une représentation qui témoigne d’un sentiment de marginalité. Les interviews qualitatives nous permettront d’accéder aux images personnelles que l’on se fait du Tessin comme canton suisse et de découvrir le rapport existant entre les deux entités politiques: la Suisse et le Tessin. Cette enquête permettra de comprendre si le Canton est perçu comme région marginale et si les citoyens se sentent discriminés du fait qu’ils font partie d’un groupe culturellement minoritaire habitant de surcroît une région géographiquement périphérique. Cette analyse nous montrera l’existence d’une représentation de marginalité au sein des élites tessinoises. La recherche sera complétée par une approche historique qui aidera à mieux comprendre le contexte mental et environnemental de la population tessinoise et son influence sur les représentations. L’étude, qui ne vise pas à exprimer une situation de marginalité du Canton à des fins de revendication, tend au contraire à démontrer que l’élite tessinoise ne se sent pas inférieur, mais a pleinement conscience de sa condition et de sa position particulière. Ainsi, d’un côté l’élite reconnaît que le positionnement du Tessin est positif et avantageux et de l’autre côté elle en perçoit les points faibles comme le manque d’attention et la discrimination. Ces perceptions illustrent une tendance, non volontaire, due à des raisons numériques, culturelles et géographiques, de marginaliser le Canton et nous confirme l’existence d’une représentation de marginalité du Canton au sein de l’élite tessinoise. Ce phénomène est complexe et sa mise en lumière n’est pas évidente car la marginalité, comme les représentations de l’élite tessinoise, se compose de multiples facettes qui seront expliquées à l’intérieur de la thèse. Die vorliegende Forschungsarbeit stützt sich auf einige wenig grundlegende Konzepte ab, die ein bestimmtes Territorium betreffen: Marginalität, Wahrnehmungen und die Beziehungen zwischen Tessin, den zentralen Behörden der Schweizerischen Eidgenossenschaft und der Mehrheit der Schweizer Bevölkerung. Marginalität ist ein Phänomen, das seit jeher besteht, und das immer bestehen wird. Sie ist abhängig vom Maßstab und von den Beziehungen zwischen verschiedenen Regionen. Sie zeigt sich in unterschiedlichen Formen und kann verschiedene Ursachen haben. Es ist keine statische Erscheinung, selbst wenn sie stagnieren kann, sondern ist dynamisch, denn je nach Zusammenhang kann die Situation schnell wechseln. Randregionen haben gewisse gemeinsame Züge: schwache Verbindungen mit benachbarten Territorien, kulturelle Isolierung, schwierige natürliche Bedingungen, arme Infrastruktur und wirtschaftliche Schwäche im Vergleich mit dem regionalen oder nationalen Durchschnitt. Die Marginalität ist also kein absolutes Phänomen. Es ist ein vom Maßstab abhängiges relatives Phänomen. Wahrnehmung ist die Wirklichkeit, wie sie von einer Person oder einer bestimmten Gruppe subjektiv gesehen wird. Für sie sind die Wahrnehmungen die einzige bestehende Wirklichkeit. Wahrnehmung ist also angepasste und verinnerlichte Wirklichkeit. Von Interesse ist die Analyse der Wahrnehmungen, nicht um die Welt zu verstehen, sondern wie die Welt von bestimmten Personen gesehen wird. Die Wahrnehmungen liefern den Schlüssel, um die Subjektivität zu erfassen, die den Menschen an seine eigene Umwelt bindet. Die Lebensräume sind Träger der menschlichen Aktivitäten, die den Wahrnehmungen Leben geben, und die durch die Wahrnehmungen verändert werden können. Eine Wahrnehmung erlaubt also, sich der Wirklichkeit anzupassen, aber auch die Wirklichkeit zu ändern, indem man die menschlichen Handlungen beeinflusst. Die Vereinigung dieser zwei Elemente, die sich der Bevölkerung und dem Gebiet des Kantons Tessin überlagern, führen uns zur Analyse der Vorstellungen der Marginalität des Kantons Tessin. Die Analysen der Wahrnehmungen der Eliten des Kantons Tessin zeigen, dass innerhalb der Untersuchungsgruppe die Wahrnehmung eines Marginalitätsgefühls besteht. Qualitative Interviews, die mittels Inhalt- und Diskursanalyse untersucht wurden, erlauben, persönliche Bilder des Tessins als Schweizer Kanton und der Beziehung zwischen Kanton und Eidgenossenschaft zu erhalten. Dazu gehört, dass der Kanton als Randregion gesehen wird, und dass sich Personen diskriminiert glauben, weil sie Teil einer kulturellen Minderheit sind und weil die Region geographisch peripher liegt. Die Analyse zeigt uns die Existenz einer Vorstellung von Marginalität innerhalb der Tessiner Eliten. Eine historische Einführung erläutert zudem den geistigen und geographischen Rahmen der Bevölkerung des Tessins, der die Wahrnehmungen beeinflusst. Die Studie will nicht einen Marginalitätszustand des Kantons beweisen, um Förderungsmittel zu erhalten. Sie will im Gegenteil zeigen, dass die Tessiner Eliten sich nicht minderwertig fühlen, sondern sich des besonderen Zustandes und der besonderen Lage bewusst sind. Die Eliten wissen, dass die Lage des Tessins positiv und vorteilhaft ist, aber sie wissen auch, dass es Schwachpunkte gibt: der Mangel an Beachtung und die Diskriminierung beruhen nicht auf einer Absicht sondern sind auf numerische, kulturelle und geographische Gründe zurückzuführen, die den Kanton tendenziell marginalisieren. Damit erhalten wir die Bestätigung, dass eine Vorstellung von Marginalität bei den Eliten des Kantons besteht. Dieses Phänomen ist nicht so eindeutig und einfach. Marginalität und die Wahrnehmungen der Eliten setzen sich aus mehreren Schichten zusammen, die innerhalb der vorliegenden Arbeit erklärt werden. La ricerca si compone di pochi concetti fondamentali che s’intersecano vicendevolmente su un territorio: marginalità, rappresentazioni e rapporto fra il Ticino, l’autorità centrale e la parte maggioritaria della nazione. La marginalità, un fenomeno che esiste da sempre e che sempre esisterà, dipendente dalla scala e dal rapporto fra differenti territori, essa si rappresenta in diverse forme e può avere differenti cause. Non è una manifestazione statica, anche se può ristagnare, bensì dinamica, poiché secondo il contesto la situazione può rapidamente cambiare. La regione marginale si distingue per alcuni tratti comuni ma soprattutto per una mancanza di legami con i territori vicini, per l’isolamento culturale, per delle condizioni naturali difficoltose, per un’infrastruttura povera e a causa di un divario economico rispetto alla media regionale o nazionale. La marginalità non è quindi un fenomeno assoluto, ma relativo e dipendente dalla scala presa in considerazione. Le rappresentazioni sono la realtà vista attraverso gli occhi e la mente di una persona, di un determinato gruppo di persone, e per esse incarnano l’unica realtà esistente. La rappresentazione è quindi una realtà appropriata e interiorizzata. L’interesse risiede proprio nell’analisi di quest’ultime per comprendere, non il mondo in sé, ma come il mondo viene visto. Esse danno accesso alla soggettività che lega l‘uomo al proprio ambiente e gli permette di viverlo. Gli spazi vitali, il supporto delle attività umane, oltre a dar vita alle rappresentazioni, possono da esse essere modificati. Una rappresentazione permette quindi d’appropriarsi della realtà, ma a sua volta la può modificare influenzando le azioni dell’uomo. La congiunzione di questi due elementi che si superpongono alla popolazione e al territorio ticinese, porta all’analisi delle rappresentazioni della marginalità del Ticino. Le analisi delle percezioni delle elites ticinesi indicheranno se, all’interno del gruppo indagato esiste una rappresentazione che indichi un sentimento di marginalità. Le interviste qualitative, scomposte poi dalle analisi dei contenuti e dei discorsi, permetteranno di accedere alle immagini che le persone hanno del Ticino come cantone svizzero, del rapporto esistente fra le due entità politiche, di comprendere se il Ticino è visto come marginale e se le persone si sentono discriminate poiché appartenenti ad una minoranza culturale e provenienti da una periferia geografica. Questo permetterà di dedurre l’esistenza di una rappresentazione di marginalità in seno alle elites ticinesi. L’analisi sarà completata con un’introduzione storica sul tema per aiutare a comprendere il contesto mentale e ambientale che anima i pensieri ticinesi e che quindi ne influenza le rappresentazioni. Lo studio, che non mira alla dimostrazione di uno stato marginale del canton Ticino a fini rivendicativi, dimostra invece che la popolazione delle elites ticinesi non si sente per nulla inferiore, ma sa di essere in una posizione particolare. Se da un lato riconosce diversi aspetti positivi e vantaggiosi, a beneficio del Cantone, dall’altro, alcuni nodi sono percepiti come bui: si avverte una mancanza d’attenzioni, una discriminazione e quindi una tendenza, che, non per una volontà, ma per ragioni numeriche, culturali e geografiche, tende a marginalizzare il Cantone; ciò che conferma l‘esistenza di una rappresentazione di marginalità del Cantone in seno alle elites cantonali. Il fenomeno però non è così chiaro e semplice, la marginalità, così come la rappresentazione delle elites si compone di molte sfaccettature, che saranno esposte e risolte all’interno della tesi.
